The abstract of Architect Hisancha emphasizes that “architectural expertise is critical in post-crisis situations. Far more than builders and expert in built environments, architects working in close collaboration with communities can help them act on their own behalf. Playing the roles of designer, historian, negotiator, and advocate, architects have obligations to develop design solutions to promote public health, encourage investing in new skills and environmental awareness, and advocate for mitigating risk, which together help ensure a sustainable and safe way of life. Aware of this responsibility and in response to the world's time-bound and quantified targets for addressing extreme poverty, the Millennium Development Goals, the UIA REGION IV Public Health Work Programme came up with a design competition for EMERGENCY DISASTER HEALTH CARE FACILITIES which aims to provide immediate assistance in disaster relief operations during and after such extreme events, and subsequently, address the concern on lack of maternal or birthing facilities ready at any time especially in rural and far-flung areas.”

UAP is a national section of the International Union of Architects (UIA), a non-governmental organisation and a global federation of national associations of architects, that are its members. The UIA's goal is to unite the architects of the world without any form of discrimination. From the 27 delegations present at the founding assembly in Lausanne, Switzerland, in 1948, the UIA has grown to encompass the key professional organisations of architects in 124 countries and territories, and now represents, through these organisations, close to one million three hundred thousand architects worldwide.

Past UAP National President and PRC Commissioner Architect Yolanda David-Reyes is the incumbent Vice President of UIA Region IV.
